If the blockage is in a shared line or a common stack it is normally the body corporate, not the individual owner. If it is inside your own unit and past the connection, it is usually yours. What we know about the pipes in Cooee Bay

Cooee Bay is the closest thing on this coast to a units suburb. Behind the beachfront there is a run of two and three storey walk-up blocks from the 1970s and 1980s, and a lot of them are now holiday lets rather than owner-occupied. That changes the job in two ways. The pipework is shared, so a blocked stack or a failing common water service is a body corporate decision and not the tenant, and the fault usually gets discovered by a guest on a Friday afternoon rather than by the owner. The freestanding houses either side are 1960s to 1980s brick and fibro beach houses, and being this close to the surf they cop the worst salt exposure on the whole coast. Outdoor tap ware, hose cocks and the casing on an external hot water unit go here noticeably faster than they do three kilometres inland at Taranganba.

What goes wrong in Cooee Bay

Corrosion, at every scale. Seized outdoor taps, pitted copper on an external run, and relief valves on hot water units that no longer seat properly. In the older unit blocks it is usually a shared waste stack that has never been jetted.
